What needs to happen for President Trump to rapidly get control of the executive branch, otherwise known as the administrative or deep state? The answers lie in manpower policies, budget policies, and personnel policies like a concept you may have heard of, called Schedule F. The effort will require innovative approaches and disruptors to reign in the out-of-control agencies and departments the President is supposed to control. Kash Patel is one of those, but an important person in the process is the head of the President’s office of management and budget, newly re-nominated Russ Vought. Reformers like Patel will have to develop and implement these innovative policies and one place to go for help is OMB. Patel and the other disruptors will also need loyal civil servants that understand how regulations, budgets, and manpower policies can be used to thwart their efforts and how to use them against those efforts.
